Your front desk can be the answering point

ASME A17.1 is performance based on this question. It requires that the call reach a location staffed by authorized personnel who can take appropriate action. It does not name a central station, a monitoring company or any third party. Those words do not appear in the clause.

A hotel with a staffed front desk already has trained people on duty at 3am who know the building, know which elevator is which, and can walk to it. Where that desk is trained and resourced for the role and your authority having jurisdiction accepts the arrangement, the recurring monitoring fee is not a requirement of the code. It is a choice.

Anyone telling you the code obliges you to buy third party monitoring is selling, not citing. The obligation to answer is absolute. Who answers is not.

Two limits worth being straight about. Wisconsin, in 2023 guidance from its Department of Safety and Professional Services, put the boundary plainly: calls may not go only to an individual or telephone number affiliated with the owner. A staffed desk with written procedures and escalation is a different thing from a manager's mobile number, and the distinction matters. And the code prohibits an automated answering system, not automated routing. The ASME A17 Standards Committee addressed this directly in Inquiry 13-1022, approved 11 September 2013. Voicemail is out. A system that rolls an unanswered call to the next authorized person is not.

Which arrangement is acceptable is decided by your authority having jurisdiction, not by us and not by a vendor. We work through that for your property rather than assert a general answer.

A guest is not an employee

In an office building, the person stuck in the elevator works there. They know the address, the floor, and who to ask for. A hotel guest checked in four hours ago. They may not know the street, the building layout, or in many cases the language.

That is why the in-car device matters more here than the brochure suggests. A displayed message confirming the call connected tells a frightened guest that something is happening. Text messaging lets your desk communicate with a guest who cannot speak or hear, and with one who cannot hear you over their own panic. A message that help is on the way buys you the minutes it takes to get someone there.

Know the phone works before a guest needs it

Verifying elevator phones the old way means sending someone to every car to press the button and wait. In a property of any size that is half a day, done rarely, and it only proves the phone worked while somebody was standing in front of it.

What the code asks, briefly

Elevator emergency communication is governed by ASME A17.1 and CSA B44, adopted state by state and city by city with local amendments. What applies to your property depends on which edition your authority having jurisdiction adopted and when the work is permitted. Current requirements apply to new installations and qualifying alterations rather than retroactively. In New York City the operative document is the NYC Building Code, Appendix K, which modifies ASME A17.1-2013 rather than the 2019 edition. If a vendor quotes you A17.1-2019 for a New York City property, they are citing the wrong document. We build to whichever edition governs your building, and we will tell you which one that is.
