Elevator Phone Requirements by State: US Talk & Text Compliance Guide (2026)

As of May 2026, 44 of 51 US jurisdictions require talk-and-text emergency phones in elevators. Two codes drive the requirement: ASME A17.1-2019 introduced two-way video and text messaging for elevator communication (carried forward in the 2022 and 2025 editions), and IBC 2018/2021 adds enhanced two-way communication requirements for new construction.

This free compliance reference includes a color-coded US map, a state-by-state table showing the adopted ASME A17.1 and IBC edition for every state plus DC, and a dedicated section on home-rule cities — New York City, Chicago, Los Angeles, Boston, Las Vegas, and Seattle — where the city code governs and may run ahead of the state edition.

Use it to determine whether a new construction or elevator modernization project requires a two-way talk-and-text communication device, and which code edition applies. Always verify final requirements with the Authority Having Jurisdiction (AHJ) for the project address.
